La petite banlieue
Comme promis à ComitéCentral, ce volet — qui m’a demandé un peu de temps à peaufiner — est spécial-dédicace. Les environs immédiats de Paris ont été, depuis 80 ans, une célèbre «ceinture rouge» dont on voit assez bien le délitement actuel. Ils ont été le lieu d’implantation de la plupart des leaders maximos du Parti, dans le passé (Marchais au sud, Gayssot au nord) et encore maintenant (Buffet, J.-C. Lefort le patron des orthodoxes, ainsi que les électrons libres Brard et Braouezec, à Montreuil et Saint-Denis). Le déracinement progressif résulte certes des facteurs globaux qui mettent le PCF au bord de la faillite; il est aussi la conséquence, localement, de l’attaque de deux grandes «machines» politiques:
- à l’ouest et dans le grand est, le système Pasqua dans le 9-2 qui a eu un pendant avec le système Pandraud dans le 9-3, et a su s’appuyer sur pléthore d’anciens résistants (Baumel à Rueil, aujourd’hui tenue par le gaullo-gaulliste Patrick Ollier, dit aussi PAM), de néo-fachos (Devedjian à Antony, le Mouvement Initiative et Libertés, Alain Griotteray à Maisons-Alfort, Raoult au Raincy) et de corrompus insubmersibles comme les Balkany à Levallois-Perret.
- à l’est, l’entreprise de sape des fabiusiens sous la houlette de Bartolone, qui n’a pas encore de pendant dans les Hauts-de-Seine toujours contrôlés bien à droite, du sol au plafond en passant par les caisses (Conseil général, Etablissement public d’aménagement de la Défense), désormais par Sarkozy.
On voit que le Conseil général du 93 ne reste PCF (et non PS) qu’à un siège, celui du Val-de-Marne pourrait passer à droite. Pourtant, le PCF n’est pas mort, et a été capable à l’occasion (1993 avec la conquête de la circonscription de Bagneux par J. Jambu notamment) de reprendre le terrain perdu.
A noter enfin, la bonne tenue de l’UDF, avec la conquête emblématique de Drancy par J.-C. Lagarde et surtout la personnalité gauloisement pénible de Santini à Issy. Comme le montre le ralliement récent de Baguet (député de Boulogne-Billancourt) à Sarkozy dès avant le premier tour, elle peut toutefois se montrer inféodée, au moins au plan local.

As promised to ComitéCentral, this episode — which demanded for a little time to be perfected — is a dedication. The immediate suburbs of Paris have been, for 80 years, a notorious “red girdle” whose current slip-up is obvious. They have been in the past the fastening point for ‘leaders maximos’ of the Party (Marchais to the south, Gayssot to the north), and still are today (Buffet, J.-C. Lefort the boss of Orthodox Communists, as well as mavericks like Brard and Braouezec, in Montreuil and Saint-Denis). The gradual uprooting results of global bankrupting causes for the Communist Party. At the local level, it is also the consequence of two big political “machines”:
- West and outer East, the Pasqua system in the ‘92′ that used to have a twin with the Pandraud system in the ‘9-3′. It was able to rely a bunch of former Resistants (Baumel in Rueil, today helmed by the hardcore Gaullist Patrick Ollier, also known as the husband of ‘MAM’, thus ‘PAM’), of neo-Fascists (Devedjian in Antony, the “Mouvement Initiative et Libertés”, Alain Griotteray in Maisons-Alfort, Raoult in Le Raincy) and unsinkable corrupt pols like the Balkanys in Levallois-Perret.
- à l’est, the Fabiusites’ demolition process under the command of Bartolone. This enterprise has had no rejoinder in the Hauts-de-Seine. This remains strongly under control by the right (now under the power of Sarkozy), top to bottom via cash i.e. the Département’s council and La Défense’s QANGO.
Thus, the Communists’ hold on the Département’s council of the Seine-Saint-Denis now depends on one seat (versus the Socialists). The Val-de-Marne’s council could easily swing right. However, the PCF is not yet dead, and has occasionally (1993, with the conquest of the Bagneux constituency by J. Jambu) recovered lost ground.
Lastly, UDF fairs quite well, with the emblematic conquest of Drancy by J.-C. Lagarde and, more importantly, the tiresome and bawdy Santini in Issy. However, as illustrated by the recent rally of Baguet (MP for Boulogne-Billancourt) to Sarkozy even before the first polling in the Presidential election, UDF may act respondant to UMP, al least at the local scale.
