Dans le film de Gore, o\u00f9 la p\u00e9dagogie est brillante, la rupture des deux glaciers polaires est ses cons\u00e9quences \u00abnon lin\u00e9aires\u00bb, l’inondation du monde, l’arr\u00eat du Gulf Stream, le sabotage des \u00e9cosyst\u00e8mes. Il y a quelques facilit\u00e9s ou faiblesses ici ou l\u00e0 (le lien r\u00e9chauffement \/ ouragans ne fait pas, para\u00eet-il, l’unanimit\u00e9 de la communaut\u00e9 scientifique; les statistiques boursi\u00e8res montrant que les firmes auto am\u00e9ricaines — dont les v\u00e9hicules sont moins sobres en p\u00e9trole — sont plus fragiles \u00e9conomiquement, sont \u00e0 la limite de la d\u00e9sinformation), mais bien malin qui peut abattre le raisonnement d’ensemble de Gore. <\/p>\n

Plusieurs choses \u00e9taient inouies pour moi:
\n– la part des feux volontaires de for\u00eat dans le r\u00e9chauffement climatique: 30% (le film montre une carte frappante du monde vu l’\u00e9t\u00e9,avec la lumi\u00e8re \u00e9lectrique et les torch\u00e8res au Nord et les feux au Sud).
\n– le rapprochement de la part de la contestation des causes humaines du changement climatique dans les publications scientifiques (0%) et dans les m\u00e9dias grand public (53%), soit une belle d\u00e9monstration par l’exemple du pouvoir nuisible de la Kommunication Korporate (Gore se tape au passage aussi le big tobacco<\/i>).<\/p>\n

Cet \u00e9t\u00e9, nous avons eu apr\u00e8s un barbecue (canc\u00e9rig\u00e8ne et contribuant au r\u00e9chauffement climatique) une discussion anim\u00e9e, tendue m\u00eame parfois, avec BoxingProf et Fran\u00e7ois B2. J’esp\u00e8re que je saurai rendre justice \u00e0 leurs points de vue et que sinon, ils me corrigeront. Mon principal argument \u00e9tait que, les choses en \u00e9tant o\u00f9 elles en sont niveau barbarie (comme dans \u00absocialisme ou barbarie\u00bb) et d\u00e9vastation \u00e9cologique, il faudrait bien en passer par des mesures obligatoires de contingentement ou de bouleversement des modes de production et de consommation. Fran\u00e7ois disait qu’on ne pouvait pas forcer les gens \u00e0 changer, et affichait une grande foi dans la d\u00e9cision des entreprises (et d\u00e9fendait aussi, si mon souvenir est bon, le cycle du combustible nucl\u00e9aire actuellement pratiqu\u00e9 par Areva). BoxingLib \u00e9tait de l’avis que, d’un point de vue \u00e9conomique, l’incitation est plus efficace que l’obligation (il a trop lu De Soto<\/a>). Le film apporte de l’eau \u00e0 mon diagnostic, et pour partie aux solutions de BoxingFriedman: Gore est du c\u00f4t\u00e9 de la conviction et presque du volontariat; il met en valeur les mesures Kyoto de certaines villes am\u00e9ricaines<\/a>, et plus encore les \u00abpetits gestes qui sauvent\u00bb \u00e0 la Nicolas Hulot, du style acheter des ampoules \u00e0 basse consommation et planter des arbres. <\/p>\n

Il est exact que cet effort de conviction est l’honneur et la n\u00e9cessit\u00e9 du syst\u00e8me d\u00e9mocratique. Je ne crois pas pourtant que — dans l’exercice du pouvoir — la conviction soit suffisante, au point o\u00f9 nous en sommes, et vu l’inertie du syst\u00e8me industriel et du changement climatique provoqu\u00e9 par l’Homme (apr\u00e8s tout, le bouquet de solutions d\u00e9j\u00e0 ambitieuses propos\u00e9es bri\u00e8vement par Gore ne nous ram\u00e8ne qu’aux \u00e9missions de C02 de 1970). Je pense sinc\u00e8rement que seules la contrainte, la prohibition, l’obligation peuvent, d\u00e9sormais, stopper les causes les plus \u00e9videntes de r\u00e9chauffement qui sont aussi le g\u00e2chis le plus absurde de ressources non renouvelables (humvies et bagnoles en g\u00e9n\u00e9ral), et partager \u00e9quitablement le probl\u00e8me cr\u00e9\u00e9 (en termes d’eau, d’alimentation, de parasitoses, de mouvements de population) et ses solutions. Je ne vois pas exactement pourquoi je devrais attendre un bon mouvement de compagnies (et de leurs laquais politiques) qui non seulement nous tuent, comme civilisation ou tout court, mais nous mentent. Ce serait un peu comme dire que la solution du paup\u00e9risme est la charit\u00e9 du riche. L’argument de BoxingBoy sur incitation\/contrainte me para\u00eet sans cesse plus court. <\/p>\n

In Michael Moore’s movie, the black congressmen who find no senator to support their motion to contest the results in Florida in the ’00 election. In Gore’s brilliantly pedagogical movie, the rifting of the two polar glaciers and its ‘non-linear’ consequences: global flooding, the Gulf Stream put to a halt, the sabotage of ecosystems. Ground Zero under water. <\/p>\n

There may be, here or there, easiness or weaknesses to it (the link between heating and hurricanes is still apparently debatted within the scientific community; the stock exchange data showing that American car industry — whose vehicles are less sobre — is more fragile economically, are bordering on disinformation), yet clever is the one who will shake Al’s general path of thinking. <\/p>\n

Several things were totally new to me:
\n– the share of intentional forest fires in global warming: 30% (the movie shows a striking map of the world in the summer, with light and gas burners in the North and fires in the South).
\n– the comparison between the share of contestinf of the human causes of global warming in scientific reviews (0%) and mass media (53%), i.e. a nice demonstration of the evil power of Korporate Kommunication (Gore also falls incidentally on big tobacco).<\/p>\n

Last summer after a barbecue (carcinogen and contributing to global warming), BoxingProf and Fran\u00e7ois B2 and I had an animated, even sometimes tense talk. I hope I do justice to their perspectives, and that else they will correct me. My main argument was that, as far as things are, at the level of barbary (as in \u00ab\u00a0socialism or barbary\u00a0\u00bb) and ecological devastation, we would have to go through compulsory measures of quotas, or profound compulsory alteration, of ours modes of production and consumption. Fran\u00e7ois said that you couldn’t force people to change, and showed himself rather confident into the decision of Big Business (and also defended, if I remember well, the nuclear fuel cycle as currently practiced by Areva). BoxingLib was of the opinion that, from an economic point of view, incentives were more efficient that obligation (he read to much of De Soto<\/a>). The movie goes a way supporting my diagnostic, and BoxingFriedman’s solutions: Gore is on the side of persuasion and almost volunteering; he puts forwards the Kyoto measures taken by some American cities<\/a>, and even more so the small \u00ab\u00a0helpful deeds\u00a0\u00bb, Nicolas Hulot style, like being low-consumption lightbulbs and planting trees. <\/p>\n

It is true that this endeavour to persuade is the honor and necessity of the democratic system. However, I do not believe that — in implenting policies — persuasion is enough at the step we are now, also given the inertia of the industrial system and of climatic change caused by mankind (after all, the mix of the already ambitious solutions proposed by Gore brings us back only to 1970’s CO2 emissions). I sincerely think that only constraint, prohibition, obligation can stop the most obvious causes of heating that are also the most absurd waste of non-reniewable resources (humvies, cars in general), and share equitably the problem we created (as far as water, food, parasit diseases, population moves are concerned) and its solutions. I can’t exactly see why I should wait a good move from companies (and their political lackeys) that kill us, as a civilisation or in simple meaning of the word. And that also lie to us. That would be like expecting a solution to pauperism from the richman’s charity. BoxingBoy’s argument on incitation\/constraint sounds ever more insufficient to me. <\/p>\n
